It's implied that one of Endeavor's training routines had inadvertently resulted in Toya's death, but that's not quite confirmed. We know how controlled and mentally scarred Hawks is but still,it doesnt make sense to me at all. We know Hawks can act,so what if he did intenionally kill Twice but played it off as if it didnt bother him. I think the commision somehow blackmailed Hawks and made him promise that if Teice didnt agree for help,he would be killed.

And I know some of you might think that Hawks bullied Toya if Toya was in the facility but I have direct contradiction for that. If Dabi hated Hawks for bullying him,Hawks would have to have not cared,but Hawks used to be poor,so Im sure that,even if Hawks bullied people, he would just stand and watch or only come in if told to,and Toya would probably understand and not hate. And Dabi could have been suspicious of Hawks because he had a big ego in the past,but look at Hawks when he was 7,he looked like he didnt have much self confidence at all.

And by my calculations,Hawks was 12 when Toya entered the facility. I think that Hawks and Toya were actually friends,and they had a big misunderstanding which led to Dabi hating Hawks.
